The facility takes its name from nearby agricultural silos that once dotted the region's farmland, reflecting the area's identity as both volcanic landscape and productive agricultural zone.

The observatory's significance lies in its commanding perspective of Lake Toya, a near-circular caldera lake measuring approximately 10 kilometers in diameter and part of Shikotsu-Toya National Park, designated in 1949. The lake remains ice-free year-round due to geothermal activity, supporting unique ecological conditions. From the observatory's elevation of approximately 376 meters, visitors view the lake's four central islands (Nakajima), active volcano Mt. Usu to the south, and Mt. Yotei to the northwest, called "Ezo Fuji" for its resemblance to Mt. Fuji. The site provides educational context about the region's volcanic activity, including Mt. Usu's eruptions in 2000, which reinforced the area's designation as a UNESCO Global Geopark.

The main observation platform features interpretive signage explaining geological formations, volcanic history, and ecological characteristics of the caldera system. Clear weather allows identification of distant peaks and appreciation of the lake's color variations caused by depth and mineral content. The facility includes a souvenir shop offering local Hokkaido products and light refreshments. The observatory serves as a popular tour bus stop on the Lake Toya circuit with parking facilities for independent travelers. Sunset viewing is particularly popular due to westward orientation enhancing evening light over the lake and mountains.

The observatory is accessible from Lake Toya Onsen, the main hot spring resort town, located approximately 5 kilometers away. Local buses and tour services operate between the onsen area and observatory, though schedules may be limited outside peak seasons. Rental cars provide flexible access with signage from Route 230 and regional highways. The drive from New Chitose Airport takes approximately 1.5 hours via the Douo Expressway, while Sapporo is approximately 2 hours by car. The nearest JR station is Toya Station on the Muroran Line, approximately 20 kilometers away, requiring bus or taxi connections.
