Rokkaen is a distinguished historic estate in Kuwana City, Mie Prefecture, representing one of Japan's finest examples of Meiji-era architectural fusion. Completed in 1913, this striking property combines a European building with a four-story tower and a Japanese-style structure, surrounded by a garden complete with a pond. Originally the private residence of Moroto Seiroku (the Second), the property spans a vast 18,000 square meters and includes gardens, houses, and storerooms.

The estate was designed by Josiah Conder, a British architect from London who became known as "the father of modern Japanese architecture" and also designed the famous Rokumeikan in Tokyo. Rokkaen is notable as the only work by Conder outside the Kanto region, and with Rokumeikan destroyed in 1941, it stands as an even more valuable example of his extraordinary architectural achievements. The mansion was designated an Important Cultural Property in 1997, while the garden received recognition as a Natural Scenic Site in 2001.

The architectural design showcases meticulous attention to detail throughout both sections of the estate. The distinctive light blue exterior features a striking fourth-floor tower, while the study on the second floor connects to a sunroom beautifully lit through polygonal glass windows. The buildings retain their original furniture and design elements, including period lighting fixtures and historical furnishings that transport visitors to the early twentieth century. One of the property's most acclaimed features is its natural lighting, with careful attention devoted to creating bright and airy atmospheres in both the Western and Japanese sections. The property includes traditional Japanese-style warehouses that reflect the Moroto family's wealth from the rice trade.

Visitors can explore both the interior spaces and the surrounding strolling garden, which exemplifies traditional Japanese landscape design with its pond-centered layout. The contrast between the Western drawing rooms, dining areas, and parlor, and the tatami-floored Japanese reception rooms creates a unique cultural experience. The veranda and sunroom provide excellent vantage points for viewing the gardens. The estate frequently appears in television shows and films, and hosts special events, art exhibitions, and conferences throughout the year.

Rokkaen is located approximately 15 minutes on foot from JR Kuwana Station or a 10-minute walk from the Tamachi bus stop on the City Loop Bus. By car, the estate sits about 15 minutes south of the Kuwana Interchange on the Higashi-Meihan Expressway. General admission (high school students and above) costs 460 yen, while junior high school students pay 150 yen. The property is closed on Mondays. Visitors can combine their trip with the neighboring Moroto Garden, which opens to the public twice yearly in spring and autumn, showcasing seasonal displays of Japanese irises and maple trees.
