The botanical garden is located at the top of Mount Rokko. If you pick up the tourist pass from the tourist center at Umeda station in Osaka it covers free unlimited bus rides on Mount Rokko. Entry is cash only and with the tourist pass you get entry for about 430 JPY which would otherwise cost you around 620 JPY without the tourist pass. 30 mins here is good enough as the garden is not that large. Been to much larger botanical gardens elsewhere but if you want some quiet time - you could easily spend as much time as you want. The 3 star rating is for the size of the garden and not the experience.
The time we went there it was rather cold. So other plants were already wilting. Trees looked beautiful with their autumn colors, i think its best to visit here on spring time
